Loyalty Day

Happy Loyalty Day! Strangely enough, while I can find proclamations from the White House announcing Loyalty Day 2001, 2002, and 2003, it looks like President Bush has not yet issued a proclamation for Loyalty Day 2004. Does the President not support loyalty?
