I guess "more brazen" is, technically, a form of change
So Barack Obama takes office and, with big fanfare, introduces new ethics rules banning lobbyists from working for his administration. Then he immediately turns around and tries to hire a Raytheon lobbyist to work at the Pentagon and a Goldman Sachs lobbyist to oversee the financial industry bailout.
At least Bush could say that he was breaking rules that were made by someone else and that therefore he didn't agree with them in the first place.
